I have a friend issue please help!?

I was at the carnival pretty much all last week, I texted my friend tom and connor so I had someone to hang out with. They said they would be there and they were I hang out with them had fun went home. Two days later I text my friend tom saying wanna hang out at my pool. He hasn't reply or anything. I think i was to demanding or he doesn't really view me as a friend. I really don't know what to do. Should i keep texting him till he responds or call him. Or should i assume that he doesn't wanna be friends? I'm really confused please help me
