What should i offer for this bike?

its a 1997 cbr 600f3 with 38,420 miles. its been dumped. the front faring is red and the rear faring around the seat is primer gray (replacement) there's scars on the right side from the wreak. it hasn't been started since 2009. he is asking 900 and there's no way possible its worth that much. i am looking for a fixer-upper. its kind of a hobby to work on bikes like this but im not sure what to offer. i know how much replacement faring kits are. and im not afraid of putting a little money in it. i ran a car fax on it and its on a salvage tittle but he said the tittle was "replaced" with a clean one. i really don't care if its a salvage tittle or not. what would you offer if you were in my shoes?
